Federal Maritime Commission Publishes Interpretive Rule on Demurrage and Detention Under the Shipping Act

This morning, the Federal Maritime Commission published a new interpretive rule on demurrage and detention under the Shipping Act. In the new rule, the Commission provides guidance on what it may consider in assessing whether a demurrage or detention practice is unjust or unreasonable.
